A Large-Scale Project for Bio-Clusters and Elevators for Farmers Launches in Ukraine

A large-scale infrastructure project, AgHoldCo, has been initiated in the Lviv region, aimed at creating a network of elevators for small farmers, as well as forming bio-clusters and dry ports to enhance the efficiency of the agricultural sector.

Development Strategy: Elevators and Bio-Clusters
On June 10, 2025, the Lviv Regional Military Administration announced the start of construction for a new elevator and dry port. This stage marked the launch of the AgHoldCo project, which plans to build 409 elevators, 24 regional bio-clusters, and three additional dry ports in the right bank part of Ukraine. The initiative encompasses not only support for agricultural communities but also the improvement of grain logistics and processing.
Vitaliy Skotsyk, co-founder of the AgHoldCo project, emphasized that the decision to launch such a large-scale project was made after surveying farmers. According to him, agrarians unanimously noted that one of their main challenges remains the storage of harvests.
“Together with our American, Canadian, and Danish partners, we have developed 10 standard projects for farmers’ elevators — mainly ranging from 1,000 to 6,000 tons. Simultaneously, we have developed larger projects — with capacities up to 40,000 tons. These are grain storage facilities for communities. We then announced a tender among construction companies, which calculated how much it would cost turnkey,” explained Skotsyk.
The project involves transferring the newly constructed elevators to farmers on a long-term lease. The lease term will be at least 22 years, allowing agrarians to utilize modern facilities even without significant personal investments. A similar model is also planned for territorial communities, which will be able to create municipal enterprises and lease elevators to service small producers, including those operating without official registration.
Integration of Processing and Export Prospects
AgHoldCo pays special attention to the creation of bio-clusters, where grain will not only be stored but also processed into bioethanol and biodiesel. According to Vitaliy Skotsyk, up to 50% of high-protein residues are generated during processing, which can be used for the production of animal feed, the development of livestock, and the biogas industry.
Each year, around 15 million tons of grain are planned to be processed through this system. To ensure the export of products, dry ports will be built, allowing for the creation of a comprehensive ecosystem for the storage, processing, and marketing of agricultural products.
A large team of international experts is currently working on the implementation of the project, covering all areas: from attracting investments to developing project documentation. In particular, a separate regional bio-cluster will be created for every 10 elevators, focused on deep grain processing, creating added value, and new jobs in Ukraine.
