Advantages of Exporting Ukrainian Military Technologies: First Permits Issued
Experts note that the opening of exports for Ukrainian military technologies could significantly enhance the effectiveness of the country’s defense industry. In particular, this step could enable the scaling of weapon production, reduce military risks, and ensure a stable supply of modern armaments to the Armed Forces of Ukraine. It is known that last year, the production capacities of Ukrainian companies were utilized at only 30-40%, while the remainder could have been engaged in fulfilling foreign orders.

Strategic Goals of Military Technology Exports
The opening of exports has two main objectives. Firstly, it is a response to the demands of defense industry manufacturers who believe that the lack of exports hinders their development. Secondly, legal conditions are being created for the opening of production facilities of Ukrainian companies in the territory of European Union countries, which will supply weapons to Ukraine. This will protect such enterprises from the risk of destruction due to constant attacks from Russia. According to experts, Ukrainian communication technologies and software products developed under wartime conditions are of the greatest interest to Western partners.
First Permits and Industry Prospects
The President of Ukraine, Volodymyr Zelensky, has approved the personal composition of the Interagency Commission on Military-Technical Cooperation and Export Control, which includes 17 representatives from various government bodies.
Ukrainian enterprises have already received the first permits for arms exports. As noted by the Secretary of the National Security and Defense Council of Ukraine, Rustem Umerov, exports will be carried out under strict control and with an unconditional priority for the needs of the Defense Forces of Ukraine.
“In the areas of UAVs, electronic warfare, and intelligence, our capabilities already exceed the volumes of domestic procurement. Coordinated exports allow us to attract investments, scale production, and launch new technologies for the Ukrainian army,” emphasized Umerov.
Today, the production potential of the Ukrainian defense-industrial complex exceeds 55 billion dollars. Experts are confident that the introduction of exports will contribute to the further development of the industry, the implementation of innovations, and the strengthening of Ukraine’s position in the global defense technology market.
