Access to Agricultural Machinery Jobs Simplified for Drivers with Categories C and D in Ukraine
New changes have been implemented in Ukraine regarding access to work on agricultural machinery for drivers holding licenses of categories C1, C, D1, and D. From now on, holders of such licenses can operate certain types of agricultural machines without the need for an additional tractor operator’s certificate and without the requirement of a minimum three years of driving experience.

Main Changes for Agricultural Machinery Drivers
The relevant resolution No. 217 was approved by the government at a meeting on April 6. Previously, holders of licenses in categories C1, C, D1, and D could only operate agricultural machines of categories A1, A2, B1, B2, B3 (including tractors, self-propelled grain and corn harvesting machines, as well as equipment for harvesting root crops, potatoes, vegetables, fruits, and berries) provided they had at least three years of experience. This requirement significantly complicated the recruitment of new workers in the agricultural sector, especially during planting or harvesting seasons when the shortage of tractor operators is particularly acute due to the state of war.
Practical Implications of the Innovations for the Agricultural Sector
According to Oleksiy Sobolev, the Minister of Economy, Environment, and Agriculture of Ukraine, the new government resolution is a response to the current challenges of wartime and the demands of the agricultural business.
“The cancellation of the requirement for three years of driving experience for agricultural machinery is a practical solution that will allow farmers to more quickly attract people to work in the fields. In wartime, every day counts, and we must simplify access to work as much as possible where it does not compromise safety but is critically important for the economy and food stability of the country,” Sobolev emphasized.
The implementation of this initiative, launched by the Ministry of Economy, Environment, and Agriculture of Ukraine in collaboration with the Ministry of Internal Affairs, will allow agricultural enterprises to more swiftly fill vacancies, adhere to agronomic deadlines, and enhance the country’s food security.
It is worth noting that the innovation will be in effect only during the period of martial law and for an additional 90 days after its conclusion. At the same time, the regulation does not apply to the operation of agricultural machinery on public roads.
