Business in 2025 Secured Over 19,400 Preferential Loans Worth 58 Billion UAH
Since the beginning of 2025, Ukrainian businesses have secured over 19,400 preferential loans totaling approximately 58 billion UAH. Just in the last week, enterprises have attracted 310 loans amounting to over 1.1 billion UAH.

Main Areas of Lending and Business Activity
The most active companies in obtaining preferential loans are those operating in the manufacturing industry, agriculture, as well as in wholesale and retail trade. A significant portion of borrowers operates in regions with a high level of military risk.
Since the beginning of 2025, the largest volumes of funding have been directed towards the following areas:
- 16.3 billion UAH — development of the manufacturing industry;
- 15.4 billion UAH — implementation of investment projects;
- 14.2 billion UAH — lending to enterprises in areas of increased military danger.
Program Statistics Since 2020 and Regional Distribution
Since the launch of the program in February 2020, Ukrainian businesses have utilized over 123,800 preferential loans totaling approximately 424 billion UAH. Since the start of martial law, 89,000 loans amounting to 334 billion UAH have been secured.
“The largest volumes of lending under the program since its inception are concentrated in the city of Kyiv, as well as in Lviv, Dnipropetrovsk, Kyiv, Kharkiv, and Odesa regions.”
The program involves 46 authorized banks, allowing enterprises from various regions to access the necessary financing for development and support of their activities, particularly in the context of military risks.
