Cabinet of Ministers Approves Employment Strategy Until 2030 and New Labor Code

The Cabinet of Ministers of Ukraine has approved the Employment Strategy for the period until 2030 and has also agreed on an action plan for its implementation in 2026–2028. The document outlines the key directions of state policy in the field of employment aimed at promoting the socio-economic development of the country and adapting the national system to European Union standards.

Main Objectives of the Strategy

Within the approved strategy, the state sets the task of overcoming the shortage of qualified personnel for the reconstruction of the economy and ensuring the implementation of modern digital tools in the labor market. Special attention is given to facilitating employment and enhancing the competitiveness of the workforce in accordance with European requirements.

New Labor Code: Key Changes

The government has also approved the draft of the new Labor Code of Ukraine, which is intended to serve as the foundation for a large-scale reform of the labor market, which has until now operated under legislation from 1971. The updated code provides a clear definition of the characteristics of labor relations, which will help reduce legal uncertainty and promote the legalization of employment.

It is expected that the de-shadowing of the labor market will allow for the annual removal of over 43 billion hryvnias from the shadow economy. Among the main innovations:

  • implementation of more flexible labor contracts, especially for employees with children and youth;
  • use of a risk-oriented approach to inspections;
  • further digitalization of labor relations;
  • establishment of a transparent mechanism for determining the minimum wage in accordance with EU standards.

These changes are designed to create a modern, transparent, and effective labor market that meets European requirements and contributes to economic growth.
