Cabinet of Ministers Supports the Cancellation of Over 60 Outdated Regulations for Business in the Agricultural Sector

The Cabinet of Ministers of Ukraine on May 21 made a decision to abolish 63 state regulatory requirements that have become outdated and are redundant. These changes pertain to various sectors of the economy, including the agricultural sector, forestry and hunting, fishing, as well as wildlife protection.

Comprehensive Deregulation and Business Support

The government is also initiating the cessation of administrative liability for violations of norms that are no longer in effect. The final implementation of these innovations will occur after the relevant bills are reviewed and approved by the Verkhovna Rada and signed by the President of Ukraine.

First Deputy Prime Minister — Minister of Economy of Ukraine Yulia Svyrydenko stated:

“We continue deregulation — consistently reducing administrative pressure on businesses. This time we propose to abolish over 60 outdated tools that do not provide real benefits. This will allow businesses to save about 400 million UAH.”

Main Directions and Examples of Canceled Requirements

The deregulation package has been formed based on proposals from the business community, experts, and ministries. In the agricultural sector, forestry and hunting, fishing, and wildlife protection, 23 tools are being canceled; in the field of water and air protection — 18; in energy, alternative fuels, construction, and explosives — 8; in foreign economic activity, investments, innovations, culture, and education — 12; in healthcare — 2.

Among specific examples of outdated norms that will be canceled:

  • Approval of the boundaries of sanitary protection zones for water bodies — a bureaucratic procedure that does not affect the actual protection of water resources. Expected savings for businesses — 15.5 million UAH.
  • Permission for the construction of reclamation systems — a regulatory requirement that hinders the development of agricultural infrastructure. Savings — 62.9 million UAH.
  • Approval from the State Labor Service for special permits to use subsoil for groundwater — a duplicative process with excessive documentation. Savings — 15.4 million UAH.
  • Mandatory insurance of stored grain — an obligation that is proposed to be made voluntary. Savings — 0.3 million UAH.

The planned changes will contribute to reducing bureaucratic burdens, increasing the efficiency of business operations, and allowing entrepreneurs in the agricultural sector to save significant funds.
