Corruption Case: Former Deputy Minister of Agrarian Policy Charged

The National Anti-Corruption Bureau (NABU) together with the Specialized Anti-Corruption Prosecutor’s Office (SAP) announced charges against a former deputy minister of agrarian policy and food, as well as a former deputy head of a district state administration.

These officials are suspected of abusing their official positions and committing official forgery, which resulted in millions of losses to the state. The offenses occurred under Articles 364 (part 2) and 366 (part 1) of the Criminal Code of Ukraine, as reported by SAP via Facebook.

Case Details

According to the investigation, in 2018, the head of one of the departments of the Ministry of Agrarian Policy, who later became the deputy minister, conspired with the deputy head of the district state administration to illegally organize the payment of state aid to an enterprise in the field of crop production.

“Thus, 27 million UAH was allocated as compensation for the purchase of planting material. However, in reality, such products were not purchased, but were a contribution to the authorized capital of the enterprise from the sole founder.”

Key Figure in the Case

According to information obtained from “Slovo i Dilo,” the suspect is Volodymyr Topchiy, who previously held the position of director of the Department of Agriculture and Technical Policy at the Ministry of Agrarian Policy.
