Disability Pensions: How to Proceed Without a Complete Set of Documents

In February, one of the servicemen was discharged and approached the territorial recruitment center (TRC) to apply for a disability pension. During the preparation of the documents, it was discovered that his former military unit had not yet provided the certificate of monetary support. This raised the question: is it possible to assign a pension without this certificate if other documents have already been submitted? The Pension Fund provides an answer to this question.

Procedure for Applying for a Disability Pension

The procedure for processing and assigning pensions is regulated by the Law of Ukraine “On Pension Provision for Persons Discharged from Military Service and Some Other Persons.” According to this legislation, documents for pension assignment, including disability pensions, are submitted to the bodies of the Pension Fund of Ukraine through authorized structural units of ministries or other state bodies.

In cases where not all documents are collected, the law allows for the submission of only those that are available. At the same time, the missing documents can be provided later.

“If not all documents are prepared for pension assignment, the available documents are submitted first, while the missing ones are submitted additionally.”

The Importance of the Certificate of Monetary Support

If the right to a pension can be established based on the available documents, its assignment occurs without delays. However, in the absence of certain papers, the Pension Fund informs the authorized person of the need to submit the missing documents within three months from the date of the application.

“In the absence of all necessary documents, the Pension Fund of Ukraine informs the official of the authorized body about the need to complete the documents or provide additional documents within three months from the date of the pension application submission.”

The absence of the certificate of monetary support is not grounds for refusal to assign a pension if other documents are sufficient for this. However, this certificate may affect the amount of pension payments. In such cases, recalculation may occur after all necessary data is received.

“After the receipt of documents that affect the pension amount and grant the right to an increase, the difference may be paid for the past period, but no more than for 12 months.”

Therefore, if the submitted documents allow for confirming the right to receive a pension, it will be assigned. The certificate of monetary support can be submitted later to adjust the payment amount.
