Discussion on the Import of GMO Rapeseed in Ukraine and Possible Legislative Changes

The initiative to allow the import of genetically modified rapeseed into Ukraine for subsequent re-export of the products is currently under discussion and requires corresponding changes to the legislation. This was reported by the First Deputy Minister of Agrarian Policy Taras Vysotsky in a comment for Latifundist.com.

According to Vysotsky, there are currently no registered draft laws on this issue. The idea arose due to the existing shortage of oilseeds for loading Ukrainian processing enterprises during certain periods, particularly in the second quarter of the year. It is proposed to allow the import of raw materials exclusively for processing and subsequent re-export — without using the products on the domestic market.

Restrictions and Goals of the New Initiative

“That is, the circulation of processed products on the domestic market is not planned or discussed. It does not affect the domestic market; there is no circulation, only in the re-export mode — process and export,” Vysotsky explains.

The Ministry of Agrarian Policy is considering the possibility of introducing a temporary procedure that would last approximately one year — until September 2026. It is at that time that new legislation regarding the circulation of GMOs, which has already been adopted by the Verkhovna Rada and adapted to European standards, is set to come into effect in Ukraine.

“This idea is being discussed with potential implementation in the next season. It is impossible to implement this season. This will be a temporary procedure, exclusively until the full-fledged GMO law, which is set to start in September 2026 and has already been adopted by the Verkhovna Rada, is launched. It fully complies with European regulations. Therefore, there will be no violations here,” emphasizes Vysotsky.

On April 18, MP and Deputy Head of the Agrarian Committee Stepan Chernyavsky reported that rapeseed processors are asking parliament to amend the current law on GMO regulation and allow the import of GM rapeseed into Ukraine for subsequent re-export of products made from it.
