EIB Allocates 100 Million Euros to Ukraine for Business Support and Modernization of Heating Networks
The European Investment Bank (EIB) has provided Ukraine with financial support amounting to 100 million euros as part of the large-scale Ukraine Facility program, which totals 50 billion euros. These funds are aimed at enhancing the resilience of the economy and modernizing critical heating infrastructure amid the war.

Support for Small and Medium Enterprises
Of the allocated amount, 70 million euros have been received by Ukrgazbank under the Ukraine Economic Resilience Facility initiative. The funding is provided for long-term lending to small and medium enterprises, which will help preserve jobs and enhance the competitiveness of the private sector. An important aspect of this program is the promotion of the “green transition” of the economy, particularly through investments in improving energy efficiency and reducing greenhouse gas emissions.
The funding will contribute to Ukraine’s “green transition” – investments in enhancing energy efficiency and reducing greenhouse gas emissions.
Modernization of Heating Infrastructure and Support for Regions
An additional 30 million euros (15 million euros each for Ukrgazbank and Ukreximbank) will be directed towards the repair and upgrading of centralized heating systems in communities affected by Russian attacks. These funds will ensure stable heating supply for social infrastructure facilities — hospitals, schools, and residential buildings, as well as reduce dependence on centralized systems. This decision complements the previous agreement between the EIB and “Naftogaz of Ukraine” regarding the replenishment of gas reserves before the heating season begins.
Furthermore, the government has decided to allocate an additional 100 million hryvnias to support critical infrastructure in Odesa. Efforts are also ongoing to enhance port security, develop logistics, and support the stability of the maritime corridor.
