European Reform Support Team Begins Work at the Ministry of Agrarian Policy of Ukraine

The Ministry of Agrarian Policy and Food of Ukraine has joined the initiative “Architecture of Recovery and Reforms in Ukraine” (URA), implemented by the European Bank for Reconstruction and Development in partnership with the European Union. The aim of the program is to support key recovery and reform processes in the country’s agricultural sector.

Tasks and Areas of Activity of the European Team
As noted by the Minister of Agrarian Policy and Food of Ukraine, Vitaliy Koval, a Recovery and Reform Support Team (RST) has begun operating at the Ministry of Agrarian Policy, which has already proven its effectiveness in several other ministries and the Cabinet of Ministers. The main task of this team is to provide professional assistance in the development and implementation of development strategies, reform programs, and policy formation in priority areas.
“The Recovery and Reform Delivery Office (RDO) and the Recovery and Reform Support Teams (RSTs) are already functioning at the Cabinet of Ministers of Ukraine and six ministries. This is a strong professional support for reforms that has already demonstrated its effectiveness. From now on, such a team will also operate in the Ministry of Agrarian Policy and Food of Ukraine. Its task is to provide technical assistance in enhancing capacity for the development and implementation of priority strategies and reform programs, as well as policy formation in priority areas,” emphasized the Minister of Agrarian Policy and Food of Ukraine, Vitaliy Koval.
Key Areas of Support and Euro-Integration Component
The European team of experts will provide sectoral support in the following areas:
- attracting investments in agriculture;
- improving the efficiency of land and water resource management;
- developing irrigation systems;
- sustainable food production;
- developing agricultural trade;
- adapting to climate change and other relevant issues.
In addition, the RST will support the Ministry of Agrarian Policy in the process of European integration, particularly in preparing for bilateral negotiations between Ukraine and the EU within the framework of the Association Agreement and on the path to joining the European Union.
Minister Vitaliy Koval expressed hope that the best specialists in the agricultural sector would join the RST team and urged to keep an eye on announcements about open competitions for participation in the sector’s reform.
The URA program is being implemented with the financial support of the Multilateral Donor Fund for the Stabilization and Sustainable Development of Ukraine, which includes EU countries, the United Kingdom, the USA, Japan, and other partners.
