Government Completes Development of Duty-Free Export Procedure for Soybeans and Rapeseed

The Cabinet of Ministers of Ukraine is finalizing a mechanism that allows farmers to export soybeans and rapeseed without paying a 10% duty. This was announced by the Minister of Economy, Environment, and Agriculture Oleksiy Sobolev during the question hour to the government.

Completion of Document Preparation for Export

Currently, work is underway on the final list of documents that confirm that the exported soybeans or rapeseed are products of domestic cultivation. The Ministry of Economy, the Ukrainian Chamber of Commerce and Industry (CCI), and the State Customs Service are collaborating on this process. Algorithms for submitting conclusions to the CCI and customs authorities are also being defined.

“We are currently working together with the Chamber of Commerce and Industry (CCI) and the State Customs Service to finalize a detailed list of necessary documents for agricultural producers to confirm that, for example, the soybeans they wish to export are indeed their own products. We are also developing the algorithm for submitting conclusions to the CCI and customs,” said the minister.

Requirements for Confirming Product Origin

As of October 3, the government has introduced a new regulation that defines the procedure for confirming the domestic cultivation of agricultural products, including soybeans and rapeseed, for export purposes. As a result, producers and agricultural cooperatives exporting their own products may be exempt from paying the 10% export duty. To obtain this right, it is necessary to document the origin of the goods. Such confirmation will be recognized by customs authorities, as well as the Ukrainian Chamber of Commerce and Industry and its regional branches.

Additionally, a corresponding amendment has already been submitted to the draft state budget for 2026, which provides for the possibility of refunding duties paid during the export of products in September 2025, prior to the official entry into force of the government decision on the exemption procedure.

The minister noted that all necessary changes are planned to be adopted in the coming weeks to ensure uniform rules for farmers from the moment the law is applied.
