Government Introduces Fuel Compensation for Citizens and Agribusiness
The Cabinet of Ministers of Ukraine has announced the launch of a new financial support program for citizens and entrepreneurs aimed at reducing fuel costs.

According to Prime Minister Yulia Svyrydenko, the initiative involves partial reimbursement for fuel purchases directly at gas stations. The program is designed to alleviate the economic burden on the population and businesses amid a challenging economic situation. For farmers, who are currently actively engaged in spring fieldwork, the new mechanism will serve as an additional tool for saving on fuel.
Differentiated Compensations and Program Duration
The amount of compensation depends on the type of fuel. The state will encourage the use of the most essential resources: the highest cashback rate of 15% of the purchase price is set for diesel fuel.
Gasoline buyers will be able to receive a 10% refund on their expenses, while motorists using gas will receive a 5% compensation. The program will be in effect until May 1, 2026, and will only cover those gas station networks that officially join it and provide the necessary technical support for transactions.
Interaction with Digital Services and Payment Procedures
Payments will be processed through the “National Cashback” platform, which is already actively used by over nine million Ukrainians. This allows for the quick implementation of the fuel program without additional bureaucratic procedures.
Consumers will need to use bank cards registered in the system when paying at gas stations. This approach ensures a transparent distribution of funds and helps avoid abuses, as each transaction is recorded in an electronic register in real time.
“The introduction of a 15% cashback specifically for diesel fuel is of strategic importance for the agro-industrial complex. During the sowing campaign, diesel constitutes a significant portion of the costs in the production of agricultural products.”
Small and medium-sized farmers will be able to enhance their solvency through the program and direct the saved funds towards purchasing seeds or plant protection products. Payments through the “National Cashback” allow farmers to accumulate funds in special accounts and use them to pay for products from Ukrainian producers or utility services, creating an additional positive effect for the national economy.
