Increase of Minimum Pension and Salary in Ukraine in 2025-2027

In Ukraine, it has been proposed to increase the minimum pension in 2025 by 229 hryvnias — to 2,590 hryvnias, while the maximum pension may rise by 2,200 hryvnias, to 25,900 hryvnias. These initiatives were announced by the head of the Committee on Finance, Taxation, and Customs Policy.

Forecast for Average Salary and Social Standards

According to the updated macroeconomic forecast of the government, the average salary will exceed 24,300 hryvnias as early as 2025. Taking inflation into account, the real increase in salaries will be 8.1%. In 2026, the average salary will approach 28,200 hryvnias, and in 2027 — 32,500 hryvnias.

The macroeconomic forecast considers the provisions of the budget declaration, which stipulates freezing the minimum salary at 8,000 hryvnias for three years. However, this decision has sparked discussions even among representatives of the ruling party in parliament. The head of the relevant committee, Danilo Hetmantsev, has submitted proposals for changes to the budget declaration regarding social standards.

Proposed Changes: Increase of Minimum Salary and Pension

The draft proposes to increase the minimum salary:

• in 2025 — to 8,780 hryvnias;
• in 2026 — to 9,650 hryvnias;
• in 2027 — to 10,420 hryvnias.

As for the minimum pension, it is set to increase:

• in 2025 — by 229 hryvnias, to 2,590 hryvnias;
• in 2026 — to 2,846 hryvnias;
• in 2027 — to 3,074 hryvnias.

“Considering the projected level of inflation, if social standards are not increased, their value in real terms may decrease by more than 30% over the next three years,” explained Danilo Hetmantsev.

The average salary in dollar equivalent in 2025 may be 542 dollars, and in 2026, it could rise to 606 dollars. Since the budget declaration does not forecast the devaluation of the hryvnia from 2026 to 2027, the average salary could reach 700 dollars in three years.
