Israel is considering the introduction of a 50% import tariff on feed wheat from Black Sea countries following the implementation of a new agricultural trade agreement with the United States. This agreement, which comes into effect on January 1, 2026, guarantees duty-free access for American agricultural products to the Israeli market and includes government support for wheat imports from the USA.

What Changes Are Possible for Black Sea Exporters

The planned trade restrictions may affect feed wheat from Russia and Ukraine: according to preliminary estimates, corn and barley are likely to remain outside the new customs regulations. The tentative date for the introduction of the new conditions is April 1, 2026, although a final decision has not yet been made.

Implications for Exporters from Russia and Ukraine

Russian exporters are expected to be the most affected by the potential changes, as Russia currently accounts for about 95% of feed wheat imports to Israel. If tariffs are imposed, Russian companies risk losing a significant share of their exports or facing increased competition in the Israeli market.

For Ukraine, the impact of the new measures is assessed as minimal, as the share of Ukrainian feed wheat in Israel’s imports this season remains insignificant. Market representatives note that the Israeli side is currently only preparing for negotiations with the USA, after which it will be clear whether new trade barriers will be implemented.
