Kharkiv Plans to Create the First Underground Industrial Park in Ukraine

Kharkiv is preparing to launch the first underground industrial park (IP) in Ukraine. The initiator of this project is the “Bureau of Investment Programs” (BIP), the managing company of the industrial parks “Volodymyr” and “Novovolynsk.”
Strategic Response to the Destruction of Industry
The implementation of the underground IP in Kharkiv is a response to the mass destruction of the region’s industrial infrastructure caused by the armed aggression of the Russian Federation. As reported by the Deputy Chairman of the Verkhovna Rada Committee on Economic Development, Dmytro Kysylevskyi, the start of land works is planned for the first quarter of 2026.
“The start of land works is planned for the first quarter of 2026,” he said.
According to BIP, the project aims to preserve the production potential of the region, provide jobs, and enhance worker safety by equipping production areas in an underground format. This approach will allow enterprises to operate even in conditions of heightened security risks.
Innovative Format and Support for Investors
BIP notes that currently only three out of fifteen enterprises specializing in machine engineering, metal processing, hydraulic systems production, and school furniture manufacturing are operating in the Kharkiv industrial cluster. The new industrial park will serve as an autonomous space for enterprises that can continue their activities under challenging conditions.
International investors have already expressed support for the implementation of this innovative project. At the same time, the company has not disclosed details regarding further steps.
Similar underground industrial facilities exist in only five countries worldwide. For Kharkiv, the creation of such an IP is considered a strategically important step in response to current challenges.
The Bureau of Investment Programs is a group of companies specializing in attracting investments, their support, as well as the development of renewable energy and infrastructure projects.
