Ministry of Defense Signs Contracts Worth 130 Billion UAH with Ukrainian Weapons Manufacturers

In 2025, the Ministry of Defense of Ukraine signed contracts with twelve Ukrainian weapons manufacturers for a total amount of approximately 130 billion UAH as part of the “Weapons of Victory” initiative. This was reported by the Director of the Procurement Policy Department of the Ministry of Defense of Ukraine, Hlib Kanievskyi.

Kanievskyi noted that one of the main requirements for participants is to undergo codification, serial production, and localization of at least 50%.

“The ‘Weapons of Victory’ program allows us to build long-term partnerships with Ukrainian manufacturers. This not only ensures stability of supplies for the Armed Forces of Ukraine but also fosters the development of the defense industry, creates new jobs, and strengthens the economy in wartime. Our task is to ensure predictability and sustainability of this process,” emphasized the official.

During discussions with representatives of the Employers’ Federation, priority areas for procurement in 2025, improvements to the regulatory framework, and opportunities for expanding long-term contracting mechanisms were also considered, according to the Ministry of Defense.

Since the beginning of the full-scale invasion by Russia, Ukraine has been actively working to increase its own weapons production, partly in collaboration with international partners. Prime Minister Denys Shmyhal noted at a press conference on March 4 that Ukraine currently produces about one-third of the necessary weapons.
