Ministry of Defense Transfers 30 New Technologies to Weapon Manufacturers for Production Scaling
In the fourth quarter of 2025, Ukrainian defense enterprises received 30 licenses to use technological developments from the Ministry of Defense. These pertain to solutions in the fields of electronic warfare, counter-drone measures, and the use of guided munitions with automatic targeting correction. Weapons created based on these technologies are already being supplied to the Defense Forces.

“This way, we shorten the path from a battle-tested idea to mass supply,” the Ministry of Defense explained.
State Technologies and New Opportunities for Manufacturers
In October 2025, the Cabinet of Ministers allowed defense industry enterprises to utilize technologies developed by the Ministry of Defense. Companies can independently manufacture weapons under these licenses; however, the ownership rights to the technologies remain with the state. The produced goods are supplied to the Defense Forces through state procurement, enabling the rapid provision of modern weaponry to the troops.
Deepening International Cooperation in Defense
At the same time, Canadian Prime Minister Mark Carney announced intentions to strengthen cooperation with Ukraine in the defense-industrial sector. He stated that the countries would establish joint ventures for weapon production, and some progress has already been made in this direction. According to Carney, Canada will provide Ukraine with additional capabilities for weapon production, and efforts in this area will only increase.
