EU Prepares Strategic Plan to Phase Out Russian Oil and Gas by 2027

The European Union will soon present a detailed plan for a phased withdrawal from the import of Russian oil and gas, which is set to be a key step in the region’s energy policy. According to reports from Reuters and Bloomberg, this document is expected to be published in May, establishing clear targets for reducing dependence on Russian fossil fuels.

Following the full-scale invasion of Ukraine by Russian forces, European countries pledged to completely cease imports of Russian gas and oil by 2027. However, the publication of the roadmap has been delayed, partly due to uncertainty regarding the tariffs proposed by U.S. President Donald Trump. The unresolved tariff policy issues have hindered the formation of the strategy but have not stopped preparations for its implementation.

Mechanisms for Reducing Imports and Alternatives

As part of the plan to be presented on May 6, the EU will consider possible options for reducing purchases of Russian energy resources. In particular, the use of quotas or tariffs may be applied, as well as the search for alternative supply sources. A complete withdrawal from Russian gas would necessitate increasing purchases from other suppliers, including the U.S., which will pose a significant challenge to the region’s energy security.

Possible Measures and Legal Aspects

European Commission representative Anna-Kaisa Itkonen emphasized that the plan to phase out imports of Russian energy resources also includes halting supplies of liquefied natural gas (LNG). Additionally, the EC is exploring the possibility of revising gas contracts with Russia and declaring force majeure, which would allow importers to exit their obligations without incurring additional financial losses or penalties. This will be an important step in reducing the European Union’s dependence on Russian energy and ensuring the country’s energy security amid current challenges.
