It is necessary not only to launch an effective and open land market but also to make it understandable and accessible for all farmers, regardless of the scale of their operations. Special attention is planned to be given to supporting small and medium-sized agricultural producers, who form the backbone of local communities. Mechanisms are being prepared to simplify procedures and expand access to financing.

Without modern technologies and sufficient water supply, achieving stable yields is impossible.
