Planning for the development of the agricultural sector in 2026 requires specific strategic decisions, as maintaining Ukraine’s leadership in global markets will be extremely challenging without a clear strategy.

Despite numerous challenges, one of the main tasks for the agricultural sector remains the harmonization of Ukrainian legislation with European standards. This is not just a formality, but an important step towards enhancing competitiveness and developing the industry.

Land Reform: Transparency and Support for Farming

In 2026, a priority will be the improvement of land relations. It is necessary not only to launch an effective and open land market but also to make it understandable and accessible for all farmers, regardless of the scale of their operations. Special attention is planned to be given to supporting small and medium-sized agricultural producers, who form the backbone of local communities. Mechanisms are being prepared to simplify procedures and expand access to financing.

At the same time, new lending programs are being developed to make financing for agribusiness more accessible. After all, most agricultural producers cannot develop solely with their own funds. Lowering interest rates and stimulating investment in the processing industry will be key to creating value-added products. Ukraine aims to shift from exporting raw materials to selling finished products.

Implementation of Innovations and Environmental Standards

In light of current challenges, the implementation of environmental practices and innovative agricultural technologies is becoming a necessity. The course towards adhering to the principles of the “Green Deal” involves the introduction of precision farming and the modernization of irrigation systems, which is particularly important for southern regions already facing the consequences of climate change. Without modern technologies and sufficient water supply, achieving stable yields is impossible.

A separate role in the transformation of the agricultural sector is assigned to digitalization. The use of electronic services and registries should simplify business operations, minimize the impact of the human factor in document processing, and enhance the transparency of processes.
