Ukraine is embarking on a large-scale reform of its viticulture and winemaking industry aimed at harmonizing legislation with European Union standards. The new law, which will come into effect on January 1, 2026, provides for a significant reduction in state intervention in the activities of enterprises, expands freedom for producers, and introduces modern digital tools in the sector.

Main Changes for Producers and the Market

The winemaking industry in Ukraine is entering a phase of profound changes aimed at enhancing the competitiveness of products and stimulating export development. The law “On Grapes, Wine, and Viticulture Products” modernizes the rules governing the market, adapting them to European requirements. The new regulations cover all key aspects: classification of grape varieties, production standards, labeling requirements, product circulation, protection of geographical indications, and environmental standards.

Particular attention is paid to reducing the bureaucratic burden on businesses. Thanks to simplified procedures, producers will be able to bring new products to market more quickly and adapt more easily to changes. Government officials emphasize that this model will create conditions for the dynamic development of the industry and increase its flexibility.

Launch of a Unified Digital Register and Business Support

One of the key innovations will be the establishment of the Viticulture and Winemaking Register — a unified digital accounting system that will record data about producers, vineyards, and products. The register is designed to ensure market transparency, traceability of product movement, and will serve as a foundation for effective state management.

The register system will be integrated with the State Agricultural Register, comply with European standards, and will help open access to international financing for Ukrainian wine producers. Additionally, the industry is granted a two-year transitional period for gradual adaptation to the new conditions without the imposition of sanctions, allowing businesses to restructure and create a unique brand of Ukrainian wine for both domestic and foreign markets.

The Ministry of Economy emphasizes that these changes will not only streamline market operations but also enable Ukrainian winemaking to become competitive on the global stage.
