EU Sets New Quotas for Importing Ukrainian Agricultural Products Until the End of 2025

The European Commission has officially approved the volumes of quotas for importing agricultural products from Ukraine to the European Union. These quotas will be in effect from June 6, 2025, until the end of the year under the Agreement on a Deep and Comprehensive Free Trade Area.

Detailed Quotas for Key Agricultural Products

  • Wheat, flour, meslin: 1,000,000 tons (7/12 regime — 583,333 tons)
  • Corn: 650,000 tons (7/12 regime — 379,167 tons)
  • Barley: 350,000 tons (7/12 regime — 204,167 tons)
  • Poultry meat: 90,000 tons (7/12 regime — 52,511 tons, divided between periods: 4/7 from June 6 to September 30 and 3/7 from October 1 to December 31)
  • Eggs: 6,000 tons (7/12 regime — 3,500 tons, also distributed between the same sub-periods)
  • Milk, cream: 10,000 tons (7/12 regime — 5,833 tons)
  • Skimmed milk powder: 5,000 tons (7/12 regime — 2,917 tons)
  • Beef: 12,000 tons (7/12 regime — 7,000 tons, divided similarly to poultry meat)
  • Butter: 3,000 tons (7/12 regime — 1,750 tons)

Return of Quotas and Reasons for Changes

After the onset of the full-scale war, European countries decided to abolish all tariffs, quotas, and trade restrictions for the import of agricultural products from Ukraine – these measures were termed unprecedented. At that time, the Regulation on Autonomous Trade Measures (ATM) was introduced.

“The European Union has agreed to restore quotas for the import of certain agricultural products from Ukraine. The new quotas will come into effect on June 6. At the same time, the European Commission notes that these restrictions are temporary, and the trade agreement between Ukraine and the EU (DCFTA) is under review.”

The European Commission emphasizes that these restrictions are not final – they will remain in effect until the end of 2025, and further changes may be made after the review of the trade agreement between Ukraine and the European Union.
