State Insurance for Sugar Beets: Compensation of Up to 60% of Policy Cost

The Ministry of Economy of Ukraine has approved a standard insurance product for sugar beets for the first time, including this crop in the state agricultural insurance program. Sugar beet producers can now receive significant compensation for the cost of the insurance policy — up to 60% in the event of crop loss due to weather conditions.

New Opportunities for Farmers: Agricultural Insurance Program Expands

The state agricultural insurance program has long covered only three main crops: winter wheat, barley, and rye. In 2026, the list was officially expanded to include sugar beets. For this crop, the Ministry of Economy has developed a unified insurance product that allows farmers to protect their crops from adverse weather events.

The mechanism of the program is quite straightforward: the producer enters into a standard contract with the insurance company, pays for the policy, and submits the necessary documents. The insurance company then forwards these to the Ministry of Economy, after which the state compensates part of the insurance premium. For most regions, the compensation is 45%, while for frontline territories, it is 60%. In 2026, 60 million hryvnias have been allocated for the implementation of the program.

Development Strategy: Beets Are Just the First Step

Deputy Minister of Economy Taras Vysotsky notes that adding sugar beets to the program is just the beginning of further expansion. In the future, it is planned to include spring crops and orchards in the state agricultural insurance, gradually covering more complex agricultural segments.

“Beets are just one of the next steps. After that, the program plans to add spring crops and orchards. The logic is to move from simple to more complex segments.”

Insurance protection for sugar beet producers is particularly relevant, as this crop is very sensitive to changes in weather conditions: drought at the germination stage and excessive moisture during harvesting can lead to significant crop losses. In the context of climate change, these risks are only exacerbated.
