The Ukrainian government has implemented an expanded package of measures to support farmers conducting the planting campaign in frontline regions. The comprehensive program includes security solutions, financial compensation, and assistance with land de-mining.

Field Security: Protection Against Drones and Cooperation with the Military

Given the constant shelling, labor shortages, and rising costs, the government is focusing on the safety of farmers. To this end, farmers will be provided with electronic warfare (EW) equipment capable of countering hostile drones during planting operations and crop transportation. Local authorities and the military are actively cooperating to protect agricultural producers, and in critical conditions, fields remain unplanted.

“In all frontline territories, local authorities and the military are working together to protect farmers. If security conditions are critical, such fields are temporarily left unplanted,” emphasized Deputy Minister of Economy Taras Vysotsky.

Increased Compensation, Land Improvement, and De-mining

For farms with at least 80% of their cultivated land in combat zones, compensation for the purchase of Ukrainian agricultural machinery will be increased to 40%. In 2026, UAH 1.8 billion has been allocated for this program. The first tranche has already been approved — UAH 126.1 million will be distributed to 382 agricultural producers who submitted applications from December 2025 to February 2026. For other farmers, a standard compensation of 25% applies if the machinery contains at least 60% Ukrainian components.

The state will also compensate up to 80% of the costs for the repair and construction of irrigation systems and pumping stations in frontline and liberated regions. For the first time, UAH 60 million has been allocated in the state budget for agricultural insurance: compensation for insurance premiums is up to 60% for frontline communities and up to 45% for other regions.

De-mining of agricultural land is conducted free of charge. Farmers submit applications through the State Agricultural Register, after which the state fully organizes and finances the entire process. Over 30,000 hectares of agricultural land have already been cleared in 2025.

Compensation for Crop Losses and Financing

For crop losses due to combat actions or drought, farmers receive compensation of up to UAH 4,700 per hectare (for an area of up to 2,000 hectares). In particular, in the Kherson region, payments for 236 applications totaling UAH 237.5 million are expected to begin by April 10.

The state program for preferential lending “5-7-9” has been extended until March 31, 2027. Farmers can access up to UAH 90 million under the “Loan for Planting” program. Additionally, a 0% loan of up to UAH 10 million is available for the purchase of energy equipment.
