The European Commission Considers New Funding Mechanisms for Aid to Ukraine and Norway’s Involvement

The European Commission is working on expanding funding options to support Ukraine, proposing joint debt and bilateral grants as additional tools to cover the aid deficit. These new possibilities are being considered in addition to the €140 billion reparations loan initiative, which involves the use of frozen Russian assets located in Belgium.

Support Options and the EU’s Position

A special document that the European Commission plans to publish in the coming weeks will detail all possible funding pathways. In particular, the reparations loan remains a key mechanism for the EC to assist Ukraine, despite Belgium’s refusal to support this initiative during the EU leaders’ summit in October. The idea of actively utilizing frozen Russian assets is supported by many EU countries, including Germany and the Baltic states.

Norway’s Initiative and International Support

Alongside discussions in the EU, calls are growing in Norway to use the national sovereign fund, amounting to €1.8 trillion, to assist the EU in providing a reparations loan to Ukraine. This initiative has already been supported by five Norwegian political parties, three of which are part of Prime Minister Jonas Gahr Støre’s coalition. Amid active debates in the European Union, Prime Minister Støre has tasked an analysis of possible ways to involve Norway in reparations lending mechanisms.
