The Government of Ukraine Changes the Conditions and Procedure for Receiving Subsidies for Internally Displaced Persons

The Government of Ukraine has adopted Resolution No. 422 dated April 11, 2025, which introduces changes to the rules for providing subsidies for housing costs and compensation for internally displaced persons (IDPs). These innovations aim to optimize assistance procedures and ensure a more targeted use of state resources.

Main Changes in the Procedure for Providing Subsidies and Compensation
According to the new rules, starting from April 14, 2025, social protection authorities will temporarily suspend the accrual and payment of living assistance for IDPs who simultaneously receive a housing rental subsidy. This means that internally displaced persons who are receiving a subsidy will not be able to receive additional assistance for living expenses, which is regulated by Resolution No. 333 dated March 19, 2022. At the same time, according to information from the Pension Fund of Ukraine, these changes will not affect other forms of compensation.
Clarifications Regarding the Restoration of Payments and Their Timelines
It is important to note that living assistance payments can be restored in the event of the termination of the housing rental subsidy. To do this, the internally displaced person must submit an application in the form approved by Appendix 5 to the relevant resolution. Payments will begin to be accrued from the month of application submission, but no earlier than the month following the termination of the subsidy payment. The duration of such assistance cannot exceed six months, taking into account the funds already paid.
The changes also pertain to the amendments made to the Procedure for Compensating Expenses for Temporary Accommodation of IDPs, approved by Resolution No. 1225 dated October 25, 2024. Now, compensation will not be provided to individuals who are already receiving a housing subsidy under this procedure.
