The EU to Review Tariff Quotas on Agricultural Exports from Ukraine in October 2025

The European Union plans to review the trade conditions for agricultural products with Ukraine in the fall of 2025. As noted by the head of the Budget Committee of the Verkhovna Rada, Roksolana Pidlasa, during the forum “Ukrainian Export: Through Thorns to the EU,” the issue of updating tariff quotas for specific types of Ukrainian agricultural products will be considered by the EU Council on October 13. The new quotas will come into effect 15 days after the decision is made.

Key Changes in Quotas for Ukrainian Agricultural Products

According to information, the updated quotas will apply to 21 out of 34 export positions currently subject to quotas. They will exceed the maximum export volumes that Ukraine was able to realize during the period of autonomous trade preferences with the EU. The Deputy Head of the EU Delegation to Ukraine, Gediminas Navickas, also reported on the EU’s readiness for such a step.

Increased Volumes for Key Products

The Ukrainian government previously informed that a significant increase in quota sizes is planned compared to 2021. For instance, the quota for honey will increase by 583.3%, for sugar – by 500%, for processed starch – by 500%, for eggs – by 300%, for butter – by 233.3%, for corn – by 153%, for poultry meat – by 133.3%, for wheat – by 130%, and for ethanol – by 125%.

“In turn, Member of the European Parliament Karin Karlsbro acknowledged that the high quotas on trade in Ukrainian agricultural products are due to the ‘agricultural lobby’ in the EU. She emphasized that trade between Ukraine and the EU is mutually beneficial.”
