New Conditions for Receiving Assistance

According to the changes made on January 21 to the current procedure for using budget funds, state support will be available to agricultural producers operating in areas of potential and active hostilities. This particularly applies to those communities where an official date for the end of active hostilities has not been established.

The amount of compensation is up to 4,700 UAH for each hectare of damaged crops. At the same time, the compensation amount cannot exceed an area of 2,000 hectares for a single farm within one emergency situation.

Impact on the Agricultural Sector and Loss Statistics

“These changes are aimed at reducing the financial burden on agricultural enterprises and supporting the continuity of production activities in the context of increased military risks,” the ministry explained.

According to regional military administrations, in 2025, approximately 166,000 hectares of damaged crops were recorded in Ukraine, with one-third of these areas documented in the Kherson region.

The government expects that the updated compensation mechanism in 2026 will allow agricultural enterprises to stabilize their operations, better plan planting campaigns, and preserve the production potential of the sector even amid military challenges.
