The Verkhovna Rada Allowed Free Return of Land to Owners of Destroyed Property
The Verkhovna Rada has passed a law granting citizens who lost real estate due to the war the right to receive land plots free of charge, where the destroyed properties were located. This decision was supported by 230 members of parliament.

The law stipulates that the new rules will remain in effect during the state of war and for an additional five years after its conclusion. Former owners of property destroyed as a result of Russian aggression, as well as their heirs, can receive a land plot free of charge or without conducting land auctions, provided that their ownership rights were terminated in the State Register of Property Rights due to destruction.
“Under the new regulations, if ownership rights to real estate were terminated in the State Register of Property Rights due to its destruction, former owners or their heirs can obtain land plots free of charge or through transfer without conducting land auctions,” it is stated on the Rada’s website.
Simplification of Procedures and Protection Against Abuse
The document abolishes the mandatory requirement for the development of urban planning documentation for the transfer of land into ownership or use, provided that the intended purpose of the plot remains unchanged. This significantly simplifies the process for those who lost property due to the war and allows them to restore their rights more quickly without excessive bureaucracy.
To prevent potential abuses, the law establishes that only those individuals whose property was officially terminated due to destruction have the right to receive a land plot, and confirmation of this fact is carried out through official state registers.
Previously, former owners of destroyed properties lost their rights to the corresponding land plot after receiving compensation, especially if it belonged to the state or community. They could not formalize it into ownership or lease it, nor did they have the right to simplified land acquisition without auctions, which led to significant difficulties with documentation.
According to the new law, the Ministry of Environmental Protection and Natural Resources is granted the authority to approve the methodology for determining damage to land resources due to pollution or littering, and diplomatic representations may be exempt from paying rent for land if this is provided for by international treaties and agreed upon by the Verkhovna Rada.
