The Verkhovna Rada is preparing a new law for the development of industrial parks in Ukraine
The Committee of the Verkhovna Rada on Economic Development has supported draft law No. 12117, aimed at improving the operation of industrial parks in Ukraine. This document is being prepared for consideration in the second reading and includes a number of innovations designed to attract investment and promote industrial development.

Development of Industrial Parks: Current State
As of the end of last year, 25 factories are either operational or actively under construction in Ukraine’s industrial parks. Approximately 180 MW of electrical power is available for new enterprises, and the area of industrial real estate exceeds 100,000 square meters. In recent months, new factories have opened in the parks for the processing of industrial hemp, agricultural products, and the production of building materials, including the Finnish company Peikko Group. At least ten more factories are at various stages of construction.
Contents of Draft Law No. 12117
The main goal of the draft law is to comprehensively regulate the activities of industrial parks. Key changes include a clear delineation of the roles of all park participants, the introduction of the concept of eco-industrial parks, and the removal of time limits for small electricity distribution systems to acquire capacity. These measures are expected to enhance the competitiveness of industrial parks and make them more attractive to potential investors.
Draft law No. 12117 provides for comprehensive regulation of the operation of industrial parks in Ukraine. Among the key changes are: a clear delineation of the functions of all park participants; the introduction of the concept of eco-industrial parks; and the cancellation of time limits for small electricity distribution systems to acquire capacity. The document aims to expand the capabilities of the parks and make them more appealing to investors.
