US President Donald Trump has begun work on creating a special fund for Ukraine’s victory, which is planned to be financed through the introduction of new high tariffs on imports from China. Trump has tasked Treasury Secretary Scott Bessent with officially discussing this initiative with European partners, particularly ahead of Ukrainian President Volodymyr Zelensky’s visit to Washington, scheduled for Friday, October 17.

The American administration clearly indicates the need to consolidate efforts with European allies to finance Ukraine’s resistance against Russian aggression. Reportedly, the idea is to introduce a so-called “Ukraine Victory Tariff” or “Russian Oil Tariff” for China. The increased tariff, which could reach 500% on Chinese imports, is intended to generate funds to strengthen the defense capabilities of the Ukrainian army.

“Trump has instructed the ambassador and me to inform our European allies that we support the idea of introducing — call it what you want — a ‘Russian Oil Tariff’ for China or a ‘Ukraine Victory Tariff’ on China. But our Ukrainian and European allies must be ready to join in. We will respond if our European partners stand with us,” Bessent told reporters.

International Reaction and Strategic Prospects

At the NATO defense ministers’ meeting in Brussels, key topics included the possibility of supplying long-range Tomahawk missiles to Ukraine and further funding for armed resistance. US officials emphasized that the country is prepared to support Kyiv to the fullest extent that only the United States can, if Russia continues to avoid peace negotiations.

The proposed plan involves significant economic pressure on the Kremlin regime, whose military machine, according to strategists, largely depends on cooperation with China. At the same time, the idea of increasing sanctions against China for its cooperation with Russia regarding the purchase of Russian oil has previously faced resistance from some European countries that are not ready to recognize China as an open adversary. NATO has repeatedly referred to Beijing as a “key enabler” of the war, yet several states, including the United Kingdom, refrain from harsh rhetoric towards the Chinese side.
