Ukraine to Allocate 1 Billion Hryvnias for Business War Risk Insurance in 2026

The state budget for 2026 includes the allocation of 1 billion hryvnias for compensation of war risks for Ukrainian businesses. This was announced by the Minister of Economy Oleksiy Sobolev during a forum in Kyiv, emphasizing that the program will start at the beginning of next year.

Details of the War Risk Insurance Program

Starting January 1, 2026, a program for compensating interest rates on insurance risks for enterprises across the country will be implemented in Ukraine. A separate mechanism will be introduced for businesses operating in frontline regions through the Export Credit Agency. The total budget for the program is 1 billion hryvnias.

“From January 1, the program for compensating rates on insurance risks for the entire country and a separate program for frontline regions through the Export Credit Agency will come into effect. A total of ₴1 billion has been allocated for it in the budget,” Sobolev clarified.

Conditions for Receiving Compensation and Prospects for Increased Funding

The program applies to enterprises operating within 50 km of the front line. Businesses affected by military actions will be able to receive up to 10 million hryvnias in compensation for destroyed or damaged property, with a preferential insurance rate of 0.5%.

If demand for the program exceeds the planned funding volume and funds are exhausted within a few months, the government plans to attract additional resources. In particular, options for reallocating funds within the Ministry of Economy are being considered, as well as utilizing the state reserve fund. If necessary, the issue of additional funding will be brought before Parliament during the budget review.
