Active negotiations are ongoing in Ukraine with the European Union regarding the creation of a compromise version of the “trade visa-free regime” for agricultural products. This decision became necessary after the expiration of the previously effective autonomous trade measures.

The Minister of Agrarian Policy and Food of Ukraine, Vitaliy Koval, reported that during a recent meeting with the European Commissioner for Agriculture, Christoph Hansen, critically important issues concerning agricultural trade between Ukraine and the EU were discussed.

“What is important to understand is that an interim positive result means that a return to pre-war trade conditions will definitely not happen. It will be a compromise version that will be developed in the near future,” Koval emphasized.

Koval also noted that the new trade rules must take into account the interests of both sides — Ukrainian and European farmers. Control over the volumes of domestic agricultural product exports will be an important element of the new agreement.

According to the minister, the European market remains key for Ukrainian agrarians, accounting for 52% of total exports. He stressed the importance of demonstrating that Ukraine is a partner, not a threat to European farmers.

It is worth recalling that on May 13, 2024, the EU Council extended temporary preferences for Ukraine in trade for another year — until June 5, 2025. A mechanism for emergency braking for certain sensitive goods, including honey, cereals, corn, poultry meat, eggs, sugar, and oats, was also introduced if the import of these goods exceeds defined limits.

At the same time, some neighboring countries have expressed concerns about expanding market access for Ukraine, fearing possible negative consequences for their farmers.

Taras Kachka, Deputy Minister of Economy and Trade Representative of Ukraine, expressed hope for a fair agricultural agreement between Ukraine and the EU, stating: “Today we still have time to find a constructive solution, we have a few weeks left – we are waiting. Ukraine is as flexible as possible and ready to ensure transparency in trade. This is more a matter of politics than trade.”

Furthermore, the further development of the grain and oilseed market in Ukraine and the Black Sea region will be discussed at the 23rd International Conference, which will take place on April 24 in Kyiv, where participants will be able to engage in strategic discussions and networking with industry leaders.
