Ukraine to Gain Access to EU Funding and Updated Trade Rules with Europe

President Volodymyr Zelensky signed the Law on the Ratification of the Agreement on the Financing of the Interreg Europe Program for 2021-2027. Thanks to this agreement, Ukraine will be able to fully participate in the Interreg VI-C program, which opens up the possibility of attracting financial support from the European Union for the development of all regions of the country.

Unimpeded Trade with the EU under Updated Rules
In addition, the Law on the Ratification of Decision No. 2/2024 of the Joint Committee of the Regional Convention on Pan-Euro-Mediterranean Preferential Rules of Origin has been signed. The adoption of this document allows Ukraine to continue trading seamlessly with European partners during the transitional period to the new Convention rules, which will come into effect on January 1, 2025. Until the end of 2025, the parallel use of both previous and updated rules for determining the origin of goods is permitted.
Certificates and Exporter Adaptation
“Old certificates (issued before January 1, 2025 or 2026) remain valid if the goods are still in transit or under customs control. Certificates issued under the new rules must include the notation REVISED RULES,” the parliament explained.
These changes will allow Ukrainian exporters to maintain continuity in trade with EU countries and adapt more quickly to new requirements in the export and import processes of goods.
