Ukraine Has Not Yet Started Negotiations with the EU on Trade but Is Completing the Construction of a Multimodal Terminal at the Border with Romania

The Ukrainian authorities have not yet initiated the negotiation process with the European Union regarding the update of trade conditions, but are actively developing infrastructure for more efficient logistics at the western border.

As reported by Deputy Prime Minister for European and Euro-Atlantic Integration Olha Stefanishyna during the Kyiv Security Forum, the parties have not yet begun discussions on amendments to Article 29 of the Deep and Comprehensive Free Trade Area (DCFTA) Agreement between Ukraine and the EU. The delay is due to the fact that the European Commission has not yet appointed its negotiator.
At this moment, according to Stefanishyna, it is difficult to predict what the final trade conditions will be after the expiration of trade preferences for Ukrainian goods on June 5. She emphasized that a return to the previous format of trade relations should not be expected:
“For now, little can be said about the final changes in trade with the EU after the expiration of trade preferences for Ukrainian goods on June 5, but it will not be a complete return to the trade regime that existed before.”
Stefanishyna also added that until amendments to Article 29 of the DCFTA are made, interim solutions may be introduced to regulate trade interactions between Ukraine and the European Union.
Construction of a Strategic Multimodal Hub in Bukovina
Alongside resolving diplomatic issues, Ukraine is taking practical steps to strengthen trade logistics. In the Chernivtsi region, near the border with Romania, the construction of the multimodal transport terminal “Fishka-Nov” is nearing completion. It will become an important link in transportation between Ukraine and EU countries.
The infrastructure of this modern facility includes six railway tracks and specialized equipment for transloading between wagons operating on both the Ukrainian and European rail systems. The terminal will also allow for the reception and processing of cargo delivered by road transport, significantly enhancing the flexibility and capacity of logistics at the border.
Thus, despite the uncertainty in negotiations with the EU regarding new trade conditions, Ukraine continues to strengthen its export capabilities and infrastructural cooperation with European partners.
