Ukraine to Implement Digital ECMR System for Freight Transport Starting November 2025
Starting November 1, 2025, Ukraine will implement a digital permit issuance system of the European Conference of Ministers of Transport (ECMT) for international freight transport.

Launch of the ECMT Digital System and Transition Period
Ukrainian carriers engaged in international freight transport under ECMT permits will have the opportunity to use a new digital platform to input necessary data. From now on, the main system will be available for operation, allowing for the optimization of the permit acquisition process and making it more transparent.
During the meeting of the ECMT Road Transport Group, a decision was made to implement a transition period lasting no less than three months. During this time, over 40 participating countries will appeal to their regulatory authorities to adopt a lenient approach regarding checks on transport carried out under ECMT permits. This will enable carriers to adapt to the new standards and avoid fines due to potential organizational difficulties in the initial phase of the system’s operation.
Integration with “Ukrtransbezpeka” and Ukraine’s Leadership in Testing
Ukraine has also initiated the integration of APIs for data exchange between the Unified Complex of Information Systems of “Ukrtransbezpeka” and the ECMT digital system. Although this integration has not yet been implemented, Ukraine remains one of the few countries actively supporting such innovations to enhance the effectiveness of control and interaction between government structures.
It is worth noting that Ukraine is a leader among all participating countries in terms of activity in testing the new digital system, highlighting its commitment to modernizing the transport sector and implementing modern technologies in international transport.
“Important: carriers already working with the test system will lose access to it starting January 1, 2026. All data will need to be transferred to the main system,” emphasized the Ministry of Communities and Territories Development.
The implementation of the ECMT digital system in Ukraine and adaptation to European standards create new opportunities for Ukrainian carriers and contribute to the further development of international logistics.
