Ukraine Implements New EU Standards for Food Products and Milk

Ukraine is actively implementing European Union legislation in the areas of food safety, veterinary medicine, and phytosanitary measures. As of April 2026, the country has harmonized approximately 14,000 EU legal acts, but over 15,000 remain in the adaptation phase. According to experts from the Ministry of Economy, Chapter 12 of the negotiations, which covers more than 3,500 legal acts, is one of the most complex for implementation into national legislation.

Key Changes for the Agricultural Business and Dairy Sector

Representative of the Ministry of Economy, Dmytro Bohach, assures that in 2026, Ukrainian businesses will not face significant financial difficulties, as the main stages of the transitional period are extended until 2028–2029. Special attention is being paid to the transition to European quality standards for raw materials, particularly in the dairy sector, where by January 1, 2029, all producers must ensure that their milk meets the highest – extra class.

  • Milk Quality: Stricter limits are being introduced on the number of microorganisms (up to 100,000) and somatic cells (up to 400,000), which are more stringent than the current first-grade requirements.
  • Combatting Counterfeiting: The concepts of “counterfeit product” and “fraudulent actions” are being legally defined, and liability for deceiving consumers regarding the composition or origin of the product is being established.
  • State Control: There is a complete adaptation to EU Regulation No. 625, which provides for new approaches to inspections and audits of food safety systems.
  • Materials in Contact with Food: A simplified procedure for recognizing European declarations of conformity is already in place, eliminating the need for separate registration in Ukraine.
  • Support for Small Businesses: For producers of “artisan products” (up to 1,000 kg per week), there is an option for simple registration through the “Diia” portal without prior inspection.

HACCP System and Regulatory Transparency

Experts emphasize that the foundation of the new quality control architecture is the already implemented HACCP system and the principles of traceability “from field to table.” They are confident that the effectiveness of reforming the agricultural sector depends not on the number of laws but on the ability of market operators to integrate these norms into their daily activities.

“Official translations of European regulations are available on the resources of the Ministry of Economy and the Ministry of Justice. Experts urge the agricultural business to use this transitional period (2026–2028) for modernization of facilities, so that by 2029, they fully comply with the requirements of the European Commission.”

Thus, new opportunities are opening up for Ukrainian producers to enter the European market, as well as to enhance the competitiveness of their products by meeting the highest standards of quality and safety.
