Ukraine to Launch 15% Compensation Payments for Domestic Equipment in 2025

The Ministry of Economy of Ukraine has made a decision to allocate 17.4 million hryvnias under the 15% compensation program for the cost of Ukrainian equipment as part of the “Made in Ukraine” initiative. The funds will be provided to entrepreneurs who purchased buses, trailers, elevators, and energy equipment from six domestic manufacturers.

The press service of the Ministry of Economy reported that “the first orders for payments under the 15% compensation program for the cost of Ukrainian industrial equipment have been signed this year. More than 17 million hryvnias will be received by entrepreneurs who purchased buses, trailers, elevators, and other equipment from six Ukrainian manufacturers. This is just the beginning, as sufficient funding has been allocated for this program this year. It not only allows enterprises to renew their fleet and equipment but also stimulates domestic machine engineering by increasing demand for products from Ukrainian manufacturers,” noted

First Deputy Prime Minister of Ukraine, Minister of Economy of Ukraine Yulia Svyrydenko.

What is Eligible for Compensation?

The types of equipment for which costs will be partially compensated include:

  • Passenger elevators — LLC “Euroformat Plant” (Kyiv)
  • Buses Ataman A092H6 and Etalon A12221 — JSC “Isuzu-Ataman Ukraine”, LLC “Etalon Auto Trading House”
  • Tank semi-trailers for transporting petroleum products — LLC “Everlast” (Odesa)
  • Tractor trailers — LLC “Tekhnotorg” (Mykolaiv)
  • Other trailer equipment — PE “Trans-Auto-D” (Khmelnytskyi region)

Geography of Payments

Compensations will be received by entrepreneurs from various regions of Ukraine, including:

  • Odesa region — over 4.2 million hryvnias
  • Lviv region — over 2.8 million hryvnias
  • Khmelnytskyi region — over 2.7 million hryvnias
  • Ternopil region — over 2.2 million hryvnias
  • Volyn region — 845 thousand hryvnias
  • Ivano-Frankivsk region — 652 thousand hryvnias

The partial compensation program of 15% of the cost (excluding VAT) has been in effect since September 2024 as part of the state policy “Made in Ukraine”. It covers equipment manufactured in Ukraine with a localization level of at least 40%, which is included in the approved list by the Ministry of Economy. As of March 2025, more than 250 items from 24 Ukrainian manufacturers have been included in this list.

Entrepreneurs wishing to receive compensation can follow these steps:

  1. Purchase equipment from the list through an authorized bank.
  2. Submit an application with a copy of the payment document and the acceptance-transfer act.
  3. Upon approval — receive 15% of the cost in their account.
