Ukraine Proposed Wheat Exchange with Syria for Phosphates and Drone Cooperation
During his official visit to Syria, President Volodymyr Zelensky discussed the expansion of cooperation between the two countries. One of the main proposals discussed was the supply of Ukrainian wheat and the implementation of innovative drone technologies in exchange for access to Syrian phosphates—a strategic raw material for fertilizer production.

A significant focus during the negotiations was on Ukrainian drones, which are actively being promoted in foreign markets. This concerns not only military developments but also the potential use of drones in security, monitoring, and infrastructure development. Such an approach could be crucial for the recovery and modernization of Syria’s economy.

Control Over the Origin of Agricultural Products and Geopolitical Challenges
Another important element of the initiative is to enhance control over the origin of Ukrainian agricultural products in international markets. The Ukrainian side aims to engage partners in combating the illegal sale of stolen grain, which will help improve the positions of legal exporters and protect national economic interests.
Additionally, the stability of Syrian phosphate supplies was discussed. For Ukraine, this issue is of strategic importance, as phosphates are used in the production of fertilizers necessary for the development of the agricultural sector. At the same time, the implementation of agreements is complicated by the fact that 70% of Syria’s phosphate industry is currently controlled by a Russian company that supplies fertilizers to European countries. This creates additional geopolitical risks and requires consideration of the interests of other market participants.
According to experts, the initiative is part of a comprehensive strategy by Ukraine to diversify exports, develop new markets, and combine agricultural potential with technological innovations. Such an approach could significantly strengthen the position of Ukraine’s agro-industrial complex even in challenging international conditions.
