Ukraine to Receive $6.35 Billion in Grant Aid from Switzerland for Reconstruction

The Ukrainian government has submitted an intergovernmental agreement with Switzerland to the Verkhovna Rada for ratification, concerning cooperation on the post-war reconstruction of the country. The document was signed during the Ukraine Recovery Conference 2025 held in Rome and establishes a legal framework for long-term support of Ukraine’s critical infrastructure.

Main Funding Areas and Strategic Goals

According to the agreement, Switzerland, which has identified the reconstruction of Ukraine as one of its main priorities, plans to provide grant and technical assistance amounting to 5 billion Swiss francs (equivalent to $6.35 billion) by 2036. These funds are non-repayable and will be used to purchase goods and services provided by Swiss companies. The financing will be directed towards key sectors, including energy, transport and mobility, machine engineering, construction, water supply, as well as emergency prevention and response measures.

“According to the document, Switzerland, which considers the reconstruction of Ukraine one of its strategic priorities, plans to allocate CHF 5 billion ($6.35 billion) by 2036. This assistance is non-repayable financial and technical support that will be used to purchase goods and services from Swiss companies. The funds will be directed towards strengthening key sectors such as: energy; transport and mobility; machine engineering; construction; water supply; and emergency prevention and response.”

Transparency in Project Selection and Investment in Human Capital

The agreement provides for a transparent project selection system through public procurement in accordance with Swiss legislation. Special emphasis is placed on the impact of selected initiatives on the country’s recovery process, their contribution to achieving sustainable development goals, and supporting the “green” transition. Additionally, significant attention is given to creating new jobs and developing professional skills among Ukrainian specialists, which will contribute to increasing employment levels and professionalization of the workforce in the country.
