Ukraine Refuses to Sign Agreement with the US on Minerals

Ukrainian officials note that the draft of the new agreement proposed by the US regarding minerals has little chance of being concluded in its current form. They emphasize that this document creates the impression that Ukraine “fought a war with the US, lost, was conquered, and is now forced to pay reparations for life.” The new draft agreement, which consists of 55 pages, does not provide any security guarantees, and the support the US provided to Ukraine during the war is viewed as a debt that must be repaid from the profits of the agreement.

“This version of the agreement has no chance of being signed,” said one official.
Ukrainian President Volodymyr Zelensky noted that if there are risky conditions in the agreement, he will communicate this to the Ukrainian public. He also emphasized that Ukraine is not ready to recognize the American aid provided as a debt. Most likely, the country will request amendments to the revised agreement, particularly to increase the volume of American investments.
Experts express the opinion that the Trump administration deliberately included terms in the agreement that could serve as an “official” reason for conflict with the Ukrainian authorities.
Economy Minister Yulia Svyrydenko reported that the document is currently under discussion. The Cabinet of Ministers is working to ensure that it reflects all of Kyiv’s interests and aligns with the spirit of strategic partnership with Washington.
