The scheme of manipulation involved submitting fictitious business plans for illegal grant approvals, a lack of actual fulfillment of obligations, and the forgery of financial documents to conceal the crime.

As of today, all individuals involved in the case have been notified of their suspicion. Law enforcement is conducting searches and seizing documents that confirm the fictitious nature of the activities of the suspected structures.
