Update of the Import Control System 2 (ICS2) in the EU: New Requirements from April 1

From April 1, the update of the Import Control System 2 (ICS2) comes into effect in the European Union, introducing new obligations for rail and road carriers. It is now necessary to provide more detailed information about the goods being transported through the electronic ICS2 system by submitting a full Entry Summary Declaration (ENS).

It is noted that the ICS2 requirements also apply to postal and express carriers and other participants in the process, such as logistics service providers. In certain cases, end consignees registered in the EU will be required to submit ENS data to ICS2. Similar security and data control requirements already exist for air, sea, and inland waterway transport.

Important Details of the New Regulation

Irina Koss, a senior researcher at the Institute for Economic Research and Political Consulting, points out that if the cargo is moving from outside the EU to the territory of the Union, the ENS must be submitted before arrival at the first entry point in the EU, for example, at the Polish border.

According to the information, until the end of August 2025, it is allowed to use a combined T1 declaration (through the NCTS P5 system) with security data instead of a separate ENS. For this, carriers must have an EORI number in the EU and arrange a “deployment window” by applying to the customs authority of the country where the EORI is registered.

Support for Ukrainian Carriers

Poland has already confirmed that an automatic extension is granted to Ukrainian road carriers for compliance with the new requirements, without the need for individual requests. However, for rail transport, it is recommended to submit a separate request.
