The Committee of the Verkhovna Rada on Agricultural and Land Policy has supported a draft law aimed at harmonizing Ukrainian legislation in the field of veterinary medicine and animal protection with the norms of the European Union. On October 8, 2025, the committee recommended that parliament adopt the draft law No. 12285-d in the second reading and as a whole, which aims to implement current European standards in veterinary medicine and animal welfare issues.

Key Changes and Euro-Integration Focus

The draft law is identified as one of the key elements in the context of negotiations with the EU in the sections “Food Security, Veterinary and Phytosanitary Policy” and “Consumer Rights Protection and Health Care.” Its adoption will allow for the adaptation of Ukrainian norms to EU standards, particularly regarding the regulation of veterinary medicinal products, feed, and feed additives, as well as strengthen state control over the health and welfare of animals.

“This draft law is euro-integrational and key in negotiations with the EU under Chapter 12 ‘Food Security, Veterinary and Phytosanitary Policy’ and Chapter 28 ‘Consumer Rights Protection and Health Care,'” the parliament noted.

Benefits for the Industry and Society

The implementation of this draft law will eliminate the European Commission’s concerns regarding the alignment of Ukrainian legislation with European regulations in the areas of veterinary medicinal products and animal welfare. The new norms will facilitate the implementation of EU Regulations into national legislation, establishing clear requirements for veterinary products, feed, and animal husbandry standards.

Furthermore, it is expected that the draft law will simplify the entry of Ukrainian veterinary medicinal products into the EU market and other external markets, as well as allow for the approval of necessary subordinate legislation for comprehensive regulation of the relevant areas. This will create common rules for Ukraine and EU member states regarding the production, control, and use of veterinary products and feed, which will promote the development of the industry and enhance the level of animal protection.
