The State Budget of Ukraine for 2026 allocates significant expenditures for the support of the agro-industrial complex; however, some programs may remain underfunded due to a potential deficit in the special fund.

Key Risks for Agricultural Sector Support Programs

According to the expenditure plan, the government allocates over 13 billion UAH for the development and support of the agricultural sector in 2026. At the same time, the stability of payments for specific areas directly depends on the replenishment of the special fund of the state budget. If the fund’s revenues fall short of expectations, the government will have to prioritize the distribution of funds.

The following programs are under the greatest threat:

  • Support for the development of industrial berry farming;
  • Support for domestic viticulture;
  • Grant assistance for the construction and modernization of greenhouse farms.

Oleksandr Haiduk, the head of the Committee of the Verkhovna Rada of Ukraine on Agricultural and Land Policy, noted that it is currently difficult to predict which specific areas will see budget cuts. At the same time, he emphasized that the mechanism for reallocating funding is already being discussed, with the main principle being the preservation of support for the most critical sectors.

“If farmers who applied for certain programs do not receive funds this year, they will be first in line for payments in the next budget period,” said the committee head.

Funding Priorities: Supporting Farmers in Frontline Areas

Despite a deficit of 3.5–4 billion UAH, the state does not intend to abandon support for those farmers working under the most challenging conditions. According to clarifications from the relevant committee, farms located in frontline areas will receive funding in any case, as this is an unconditional priority.

Regarding other agricultural producers, the possibility of deferring payments is being considered: in the event of insufficient funds in 2026, they will retain priority for receiving funding in the next budget period. Thus, this is not about canceling assistance, but rather about postponing it to another time.

The stable operation of the agricultural sector remains critically important for ensuring the country’s food security. To this end, parliamentary committees are seeking additional funding sources, including through international support and optimizing expenditures in other budget items.
