Who Needs to Apply for a Subsidy Recalculation for the 2025–2026 Heating Season

Starting October 1, 2025, the Pension Fund of Ukraine will automatically recalculate housing subsidies for households for the 2025–2026 heating season. This applies to those citizens who have already received a subsidy during the non-heating period and who have not had any changes in their family composition or conditions of utility service usage. Such households do not need to submit a new application or contact the Pension Fund authorities.

Who Should Reapply or Apply for the First Time for a Subsidy

Despite the automatic recalculation, certain categories of citizens must submit documents again or for the first time. This applies in the following cases:

• If a household plans to receive a housing subsidy for the first time, they must submit the appropriate application and a package of documents.
• In case of changes in the composition of registered individuals or family members as of October 1, 2025, as well as changes in the list of utility services used by the household.
• If there was previously a debt for housing and utility services, but it has already been settled, a debt restructuring agreement has been made, or the debt issue has been challenged in court.

How and Where to Submit Documents for Receiving a Subsidy

• Applications can be submitted in person to the social protection authorities, local councils (village, settlement, city), or military administrations.
• It is also possible to contact administrative service centers (ASC).
• Documents are also accepted directly at the service centers of the Pension Fund of Ukraine.
• Applications can be sent by mail to the appropriate branch of the Pension Fund.
• There is an option to submit documents online through the electronic services web portal of the Pension Fund of Ukraine or using the “Pension Fund” mobile application.
