President Volodymyr Zelensky had a phone conversation with the President of the European Central Bank, Christine Lagarde, during which they discussed the issue of using frozen Russian assets to support Ukraine.

Consequences of the Massive Attack and Recovery

Zelensky informed Lagarde about the overnight massive missile and drone strike on Ukraine that occurred on October 10. According to the president, the attack damaged energy infrastructure, and repair crews and energy workers are already working to restore stable life in the affected regions.

“I informed about the consequences of this terrorist strike. Repair crews and energy workers are currently operating in various regions. We are doing everything to restore normal life,” he stated.

Use of Frozen Russian Assets

The president emphasized the importance of holding the Russian Federation accountable for prolonging the war, as well as the need for the fair use of frozen Russian financial resources to protect Ukraine and rebuild its territories. Zelensky noted that there are already specific solutions regarding the mechanisms for using these assets; however, political will from European countries, where most of the funds are concentrated, is needed for their implementation.

He added that most international partners support Ukraine on this issue, and Kyiv is counting on further concrete actions. The parties also agreed to coordinate efforts with other European leaders to achieve a common goal.

As of now, Christine Lagarde’s press service has not provided comments on the content of the conversation.

On the night of October 10, the Russian Federation carried out one of the largest comprehensive strikes on Ukrainian energy facilities. According to the Air Force of the Armed Forces of Ukraine, the enemy used 32 missiles and 465 drones of various types. Direct hits from 13 missiles and 60 kamikaze drones were recorded across 19 populated areas, and debris from the downed targets fell in seven additional locations.

Prime Minister Yulia Svyrydenko reported that a significant portion of the missiles used during the attack were ballistic. As a result of the strike, the energy infrastructure sustained serious damage, leading to emergency power outages in nine regions.
