Zelensky Imposes Sanctions Against Mindich and Tsukerman: Details of the Restrictions

President of Ukraine Volodymyr Zelensky has signed a decree to impose sanctions from the National Security and Defense Council against Timur Mindich and Alexander Tsukerman, who are citizens of Israel. The document has been published on the official website of the President’s Office.

Sanctions: Asset Freezing and Rights Restrictions

According to the decree, a number of strict restrictions have been applied to Mindich and Tsukerman. In particular, this includes the deprivation of their state awards and honors, as well as a complete freeze on all assets. Additionally, the sanctions entail the annulment of licenses and special permits, a ban on participation in privatization processes and the leasing of state property, and restrictions on access to the use of the radio frequency spectrum and electronic communication services.

Additional Restrictive Measures

Separately, the decree establishes a ban on participation in public and defense procurement, as well as restrictions on the entry of foreign vessels and aircraft, transactions involving securities of these individuals, and increases in the charter capital of companies associated with them. Additional control measures have also been implemented in the areas of ecology and security, joint projects have been halted, and the transfer of technologies and intellectual property rights, as well as the acquisition of land plots, has been prohibited.

As noted in the annex to the decree, the sanctions against Mindich and Tsukerman have different durations: “indefinite; three years.” The decree comes into effect on November 13, 2025.
