Benefits for Large Families in Ukraine: Complete List of State Support

Since the early 1990s, Ukraine has seen a decline in birth rates, significantly impacting the demographic situation in the country. To support large families, defined as those raising three or more children, a system of benefits and social guarantees has been implemented at the state level. According to statistics, as of 2021, there were approximately 120,000 such families in Ukraine, accounting for about 0.8% of the total number of families in the country.

List of Benefits for Large Families

The state offers a comprehensive set of measures to support large families and improve their living conditions. Among the main benefits are:

  • access to preferential long-term loans for purchasing housing, durable goods, and building homes;
  • a 50% discount on housing services within specified norms (21 sq. m per family member and an additional 10.5 sq. m for the family);
  • a 50% reduction in expenses for gas, electricity, heating, and liquefied gas (within established norms);
  • a 50% discount on fuel costs for homes without central heating;
  • priority installation of a landline telephone and a 50% discount on the subscription fee;
  • a 50% reduction in the cost of meals for children in state and municipal preschool or boarding institutions.

Benefits for Children from Large Families

Children raised in large families also have a range of social guarantees and preferences, including:

  • access to free medications prescribed by doctors;
  • annual free medical examinations in state and municipal healthcare institutions, as well as compensation for the cost of dental prosthetics;
  • priority service in medical institutions, pharmacies, and priority hospitalization;
  • free travel on all types of urban passenger transport (except taxis), road transport in rural areas, as well as railway, water transport for suburban connections, and buses on suburban and intercity routes;
  • opportunities for free health and recreation;
  • students in vocational and higher education institutions are eligible for social scholarships, and additional social and material assistance may be provided;
  • the right to free extracurricular education.

Important! Some of the listed benefits are provided on the condition that the average monthly total income of the family per person over the previous six months does not exceed the income threshold that qualifies for a tax social benefit as determined by the Cabinet of Ministers of Ukraine.
