Business in Ukraine Submits First Applications for State Insurance Against War Risks

Ukrainian enterprises have begun to actively utilize the new state program for insurance against war risks. The first five applications for compensation for damages have already been submitted, in response to the ongoing attacks by the Russian Federation on business facilities and the country’s infrastructure. Features of the State Insurance Program

The state insurance program operates in two directions. The first is direct compensation for damages to enterprises located in frontline regions. The second is the provision of partial compensation for insurance premiums for businesses across Ukraine. The state has committed to supporting entrepreneurs in extremely challenging conditions by providing them with the opportunity to recover losses caused by the war.

The maximum compensation amount for companies in frontline regions is up to 10 million hryvnias for property that has been damaged or destroyed, starting from January 1, 2026. To participate in the program, a company must pay a one-time contribution of 0.5% of the total potential losses for all property being insured.

First Participants and Prospects

Among the first applicants for the program is the Kharkiv family group of companies Suziria Group, which specializes in pet products. Despite the difficult situation in the frontline city, the company has not only preserved jobs but also continues operations at one of its offices and logistics-production sites.

The new state mechanism allows businesses to plan their development even amid heightened military threats. Four more companies that have applied for insurance also operate in regions that are in a zone of increased risk.

The government emphasizes that the state is ready to be a partner to businesses in order to preserve production, jobs, and economic activity even in the most challenging conditions.

The program is part of the government’s “Made in Ukraine” policy and is administered by the Export Credit Agency.

It is worth noting that, according to the Minister of Economy, Environment, and Agriculture Oleksiy Sobolev, 1 billion hryvnias has been allocated for compensation of war risks for businesses in 2026. Authorities predict that these funds will not be quickly exhausted, as most similar state programs have a lower budget utilization rate than planned.
